Caleb is the state public policy associate at ACT | The App Association (the App Association), the leading trade group representing small mobile software and connected device companies in the global app economy. At the App Association, Caleb leads state-level public policy initiatives on behalf the App Association’s members focusing on children and consumer data privacy, competition and platforms, cybersecurity, digital health, broadband deployment, and workforce development. Prior to joining the App Association, Caleb worked in Majority Counsel’s Office for the NYS Senate. In this role, he provided policy and legal counsel to the chairs and members of the committees on Social Services and Children & Families. Additionally, he represented the Senate Majority Conference in three-way negotiations between the Executive, the Assembly, and the Senate regarding the $2.4 billion budget for Childcare and the Human Services. Caleb sits on the boards of the American Special Hockey Association (ASHA), the New York State Amateur Hockey Association (NYSAHA), and the Northeast Advisory Board for the National Black Law Student’s Association (NEBLSA). Caleb obtained his J.D. with a certificate in Technology Commercialization from the Syracuse University College of Law and his B.A. in philosophy from Hamilton College.

Martin d’Halluin is Deputy General Counsel for News Corp, a global diversified media and information services company focused on news and information services (including The Wall Street Journal, The Times of London and The Australian), book publishing, and digital real estate services. Prior to his current position, Martin was Antitrust Partner at Morgan, Lewis & Bockius LLP in New York. He received a master’s degree in business from HEC Paris and master’s degrees in law from Paris I Pantheon-Sorbonne and Harvard Law School; he is a member of the Paris and NY bars.

Chuck Malaise serves as Chief Counsel – Antitrust & Regulatory Counsel at Koch Capabilities, LLC – a subsidiary of Koch Industries, Inc. As Chief Counsel – Chuck advises on all aspects of antitrust law, including merger control, counseling, compliance, training, and auditing. He also provides related counseling and support for foreign direct investment and similar M&A regulations. Prior to joining Koch, Chuck worked for the antitrust practices at Baker Botts LLP and Howrey LLP in Washington D.C., where he garnered extensive experience in merger control and antitrust litigation across numerous domestic and foreign jurisdictions. He received his J.D. from Baylor Law School and B.B.A. in Finance from Texas A&M University.
