    Investment Manager at DC Green Bank
    Gabriela Kluzinski is DC Green Bank’s Investment Manager, where she is responsible for business origination, deal structuring & execution, and portfolio management. Her expertise is in evaluating stormwater retention, green building, solar, and clean transportation investments as well as product development in sustainable affordable housing. Gabriela’s background is in impact investing, asset management, cleantech evaluation, and endowment fundraising. Prior to her current role, Gabriela was on Cambridge Associate’s Sustainable and Impact Investing team where she assessed the assets of non-profit institutions and university endowments ranging from $200 Million to $5 Billion AUM, for their sustainability & diversity metrics and proposed more mission-aligned investments. Gabriela received her B.B.A from the University of Notre Dame in Finance. She has been awarded Galileo Master Certifications in Electric Vehicles and Renewable Energy Market Trends & Finance.

    Luke Lanciano
    Director of Sustainability at Tower Companies
    Luke has worked in residential property management for over 10 years, overseeing building operations as a property manager in the Washington, DC region for multiple buildings. He has experience operating in rent-controlled buildings, as well as working on affordable compliance associated with DC's Inclusionary Zoning program, the federal Low Income Housing Tax Credit Program and the Housing Choice Voucher Program. Over the last several years, he managed the energy management and sustainability policies for Bernstein Management Corporation, and in July of 2023 started with The Tower Companies as their Director of Sustainability, overseeing a variety of related initiatives across their portfolio. He is currently a member of the Building Performance Improvement Board in Montgomery County, MD and serves as a Co-Chair for the Emerging Leaders Council of the Apartment and Office Building Association (AOBA) of Metropolitan DC.

    Katie Bergfeld
    Chief, Building Performance and Enforcement Branch at Department of Energy and Environment
    Katie Bergfeld is the Branch Chief for Building Performance and Enforcement in the Energy Administration at the Department of Energy & Environment. She has been with the agency since January 2015. Katie currently oversees a team that enforces two major building performance policies: the District’s benchmarking and Building Energy Performance (BEPS) program. As the District was the first jurisdiction in the nation to enact a BEPS law, she and her team remain at the forefront of setting best practices for other jurisdictions that are working to implement similar policies. She has an M.A. in Natural Resources & Sustainable Development from American University and B.S. in Environmental Studies from Emory University. She is a Certified Energy Manager (CEM), LEED Accredited Professional (BD+C), and Project Management Professional (PMP).
