Sebastian Wismer is Head of Unit “Digital Economy” (G6) which is part of the General Policy Division at the Bundeskartellamt, the German Competition Authority. Previously he worked as a Case Officer within the Policy Division, the Chief Economist’s Team and the Decision Division for telecommunication, IT and broadcasting media.

Sebastian studied economathematics at the University of Wuerzburg. He holds a Ph.D. in industrial organization.

Saira Henry, a partner in the antitrust/competition group at Dechert's London office, is a leading authority on EU and UK competition law as well as the UK's national security regime. She has extensive experience advising clients across various sectors, including technology, telecommunications, consumer goods, energy and finance. Her expertise is particularly sought after in the technology sector, where she navigates complex regulatory landscapes for large technology companies.

Recognized as a leading antitrust lawyer by The Legal 500 UK, Ms. Henry is celebrated for her mastery of legal analyses. She combines analytical prowess and creativity with profound knowledge, making her a standout in her field. Her clients regard her as a solution-oriented practitioner. Before joining Dechert, Ms. Henry honed her skills at other international law firms in London and Brussels. She also completed a secondment at the UK's Competition and Markets Authority, gaining invaluable insights into the workings of the CMA.

Ms. Henry is also an active member of The Law Society’s Competition Section, speaking at their 3rd Annual International Antitrust Summer Conference. She shared her insights on a variety of topics, including the balance between ex-ante regulation and ex-post enforcement, the role of public and private enforcement and the impact of overlapping international regulatory regimes on global markets.

Irene Roche Laguna works for the European Commission. She is Deputy Head of Unit dealing with the Coordination and Regulatory Compliance of the Digital Services Act and the Digital Markets Act.

She led the legal team negotiating the Digital Services Act. Before that, she was deputy Head of Unit of the Implementation of the Telecom Regulatory Framework in Europe. She has also dealt, in a long career in the European institutions, with issues related to E-commerce and Platforms, State Aids, postal services and the coordination of the enforcement of Single Market rules in Europe.

Before joining the European Court of Justice in 2002 and the European Commission in 2004, Irene Roche Laguna worked as an Assistant Professor of European and Constitutional Law at the University of Valencia (Spain). She continues currently her academic occupation as is also Visiting Professor at the College of Europe in Bruges.
