Kirsty Baxter has over 22 years of experience in the rail industry across Australia and the UK. With a profound understanding of safety and risk management within transport and construction environments, coupled with her unwavering commitment to safety excellence and innovative solutions, Kirsty has spearheaded numerous risk-based safety strategies, initiatives, and systems throughout her career.
Her professional journey features pivotal roles at rail operators Network Rail and Yarra Trams, where she honed her skills in implementing best practice safety management systems. Kirsty's tenure as a regulator at PTSV/TSV/ONRSR and WorkSafe Victoria saw her overseeing the implementation of contemporary regulatory compliance approaches. Renowned for her fervent commitment to fostering a culture continuous improvement, Kirsty leveraged her passion for data analysis, systems thinking, and learning organization approaches to dissect complex problems and introduce innovative solutions for safer outcomes across the industry.
Most recently, Kirsty has demonstrated versatility and capability in challenging environments through pivotal roles in major rail construction projects with Lendlease and in her current position at McConnell Dowell.
Beyond her professional career, Kirsty is an avid traveler and photographer, with a keen interest in sports. However, her greatest joy lies in spending quality time with her beloved cavoodle, Coby.
With over 30 years’ experience in rail (starting as a Junior Station Assistant in the Blue Mountains west of Sydney), Peter has worked in a range of positions covering all modes of rail – from suburban passenger networks, light rail operations, freight networks – as well as 12 months in Taiwan with the commissioning of the high-speed rail line in that country.
This career history has left Peter in a great position to be able to appreciate the perspectives from both sides of the regulatory fence when it comes to rail safety matters.
Peter’s practical operational experience is coupled with formal tertiary qualifications including a Bachelor of Economics, a Bachelor of Science and a Master of Science degree specialising in Risk Management within the rail sector.

Currently the GM of People, Governance and Risk at Arc Infrastructure (Brookfield Group), Jess has 20 years of experience in risk, strategy, governance, assurance, safety, accounting and people management in the private and not-for-profit sectors.
Jess oversees the Governance & Risk and People teams, helping to drive a proactive and strong risk culture by partnering with all functions within Arc to support effective risk management, training and development of Arc workers, reduction of harm to people and environment, strengthening governance and assurance in what we do, and ensuring that all regulatory, legislative and compliance requirements are met.
Jess takes a practical approach to implementation of governance frameworks and embedding risk and strategy through decision making culture, with the desire to integrate and simplify. Passionate about continuous improvement, practical application of processes and enabling individuals and teams.
Before joining Brookfield Group – Arc Infrastructure in 2018, Jess established and led the risk, assurance and business continuity function nationally at Silver Chain Group, Communicare Inc, held governance, risk, assurance and accounting roles within Rio Tinto and Clough Engineering.
