Paul Bennett is a Senior Technology Leader in the Transport Futures team at the National Transport Research Organisation (NTRO). He has primarily worked in the road space, providing research, analysis and guidance in traffic management, road safety and the use of Intelligent Transport Systems (ITS) to enhance the safety and operations of our road networks. In particular, he has been instrumental in the development of Austroads guide content for the implementation and operation of ‘smart motorways’ - incorporating ramp metering, lane use management systems and other ITS to improve the safety and productivity of our motorways.
In 2022, the NTRO acquired the Australasian Centre for Rail Innovation (ACRI), and Paul is now applying his knowledge and skills in road safety and ITS to seek cost-effective solutions for improving safety at railway level crossings. Paul is also overseeing the delivery of several other ACRI/NTRO Rail projects conducting research and developing innovative solutions for improving rail infrastructure, heavy haul, freight and passenger rail.

Phil is a founding Director and Commercial Manager of The ARCS Group.
Phil has worked and consulted to urban passenger and freight railways around Australia for over 40 years.
He has extensive experience in the design and implementation of train control, SCADA and operational systems and the application of innovative technology solutions to solve problems for his clients.
His career commenced in Westrail in 1980 where he started as a signal engineer and moved into the role of technical systems engineering manager where he was a key player in the design and development of the early computerized train control and operational systems.
He continues to consult, innovate, and develop projects in these areas for railways, mining, water, utilities and IoT SMART Cities around Australia.
Phil promotes the appropriate use of technology to improve safety and operations within the industry.
