Elodie VandenhendeElodie VandenhendeDeputy Head, Digital Economy Unit at Autorité de la Concurrence

After completing her law degrees in France and the United States, Elodie Vandenhende became a member of both the Paris and New York legal bars. She then began her career as a lawyer specializing in competition law at an international law firm.

In 2008, she took the role as advisor to the Secretary General of the French Presidency of the European Union after which she joined the cabinet of the Minister of Economy and Finance as advisor in charge of European affairs for three years. In 2012, she moved on within the Ministry of Finance to lead and win the first cases on behalf of the French government against some of the largest companies in the digital economy for unfair trading practices.

In July 2018, she was appointed strategic adviser of Madame Isabelle de Silva, President of the French Competition Authority, in order to reflect on the adaptation of the competition rules to the challenges of digital economy. In this capacity, she notably represented the Authority at France's New Digital Regulations Convention and in the working group set up by the government to work on regulation of digital platforms at the European level. Since September 2020, she has been a case handler at the newly created digital economy unit within the French Competition Autority.

Aaron Hoag is the Chief of the Technology & Digital Platforms Section (TDP) of the Antitrust Division at the U.S. Department of Justice. Since joining the Antitrust Division in 1997, he has played a key role in many of the Division’s technology-related matters. He served as the Special Counsel for Microsoft Decree Enforcement from 2005 to 2011. He was selected as Assistant Chief of TDP in 2013 and became Chief of the section in 2016. He has joined in supervising all the section’s matters since then, including the Division’s successful litigation challenges to Bazaarvoice’s acquisition of PowerReviews and EnergySolutions’ proposed acquisition of Waste Control Specialists.

Basak TekcamBasak TekcamDeputy Head, Department on Digital Sectors at Turkish Competition Authority

Basak Tekcam is Deputy Head of the 1st Supervision and Enforcement Department at Turkish Competition Authority since January 2023. Her focus is on the competition law practices in information technologies, platform services, media, advertising and publishing services. In her current position, she supervises preliminary inquiry, investigation, and examination of merger and exemption. She is also responsible to follow the developments in global competition enforcement in digital sectors to improve competition law and policy in Turkey. Before her appointment as Deputy Head, she worked as a case handler and contributed to several cases involving mergers, abuses of dominant positions, cartels and vertical restraints. Basak is a graduate in Economics at the Middle East Technical University and holds a Master’s degree in Business Administration from City University of London.

Tugce SayerTugce SayerHead, Department on Digital Sectors at Turkish Competition Authority

Mrs Tuğçe SAYER is as of October 2022 the Head of 1st Supervision and Enforcement Department. The main task of the Department is to apply and enforce the Turkish Competition Law, with a view to protecting competition in sectors such as information technologies and platform services, media, advertising and publishing.

Before taking up this position, Mrs Sayer served as Deputy Head of 1st Supervision and Enforcement Department for 2 years. After joining the Turkish Competition Authority as a Competition Expert in 2009, she held a series of antitrust and merger case-handling and policy posts.

Mrs Sayer graduated in Law, and holds two Master’s degrees in Law and Economics and Competition Law.

Itumeleng LesofeItumeleng LesofeSenior Legal Analyst at Competition Commission, South Africa

Itumeleng Lesofe is employed by the Competition Commission of South Africa as a Principal Analyst and has more than 15 years experience in competition law enforcement. He is the Head of the technical team for the Online Intermediation Platforms Market Inquiry which focuses on digital markets in South Africa.

Itumeleng has also served as Evidence Leader for the Public Passenger Transport Market Inquiry and has participated in the prosecution of abuse of dominance and cartel cases in sectors such as steel, fertilize, forestry and plastic pipes.
