Zoe has over 20 years experience in the development and delivery of Transport Infrastructure projects. As a Fellow of Engineers Australia and Roads Australia, a Chartered Professional Engineer, and a Certified Practicing Project Manager, she has held senior leadership roles on both road and rail infrastructure projects across Victoria. In her current role as Director Engineering and Integration Group with Rail Projects Victoria, Zoe leads a large team providing a broad range of engineering support functions across the RPV Portfolio, which includes Metro Tunnel Project, Regional Rail Revival and Melbourne Airport Rail. Zoe also represents RPV on the Program Control Board for the Victorian Transport Digital Engineering Transformation Program and the MTIA Steering Committee for the MTIA Model Based Delivery Project. She is passionate about driving a culture of excellence, continuous improvement, and innovation

Luke Belfield is the Victorian Chief Engineer who champions engineering and project delivery excellence and works collaboratively with industry, academic experts, and delivery agencies on technical, design, and engineering aspects of government service and project delivery.

Michelle Batsas is the Executive Director of Future Mobility at the Victorian Department of Transport and Planning. In this role, Michelle oversees the transport and customer strategy, research and innovation functions of the Department, leadings teams at the forefront of responding to mobility trends and emerging technologies. Previously, Michelle was the Executive Director of the International Association of Public Transport (UITP) in ANZ before becoming the CEO of the Public Transport Association Australia New Zealand, where she advocated for best practice public transport and sustainable mobility solutions. Michelle has also held senior roles at Public Transport Victoria and VicRoads.

Sarah is a value-based executive leader skilled at establishing and sharing strategic vision to deliver sustained operational and commercial performance. Having worked across multiple industries, Sarah can adapt and apply her core skills in Operations Management, Leadership Development, Inbound and Outbound Supply Chains, and Transformational Change. As EGM SEQ Assets, Sarah leads teams who manage and maintain the rail infrastructure, trains, stations, and depots in South East Queensland to ensure the safety and reliability of the network and deliver over 8000 services a week for Queensland Rail customers.

Lissa van Camp is Executive General Manager, Land, Planning, Environment and Sustainability at Suburban Rail Loop Authority (SRLA). Having joined SRLA in 2020, Lissa led the team responsible for Victoria’s first fully interactive digital Environment Effects Statement (EES) - a ground-breaking and innovative piece of work that secured the necessary approvals to build the SRL East rail infrastructure. For the past 20 years, Lissa has worked across Australia, making sure infrastructure projects have considered sustainability, environmental and social outcomes. As a highly accomplished and trusted expert, Lissa provides technical advice and leadership across major infrastructure project approvals, managing complex stakeholder relationships to cultivate a collaborative, transparent and delivery focused project culture. Lissa has a broad range of experiences, having started her career in academia before moving into consulting where she worked on flagship transport infrastructure projects. This ranged from channel deepening projects to regional road and rail projects, flood mitigation projects, and nuclear waste storage facilities. Lissa holds a PhD in marine molecular sciences from Flinders University in South Australia, and a Bachelor of Science with Honours from James Cook University in Queensland. Lissa was recently nominated as a finalist in the Women’s Achievement Award by Infrastructure Partnerships Australia
