Agnieszka AsonAgnieszka AsonSenior Visiting Research Fellow at Oxford Institute for Energy Studies

Agnieszka Ason is an independent energy lawyer and consultant with over ten years of sector-specific legal and commercial experience. She has worked on energy transactions and disputes with top-tier law firms in Berlin, London and Singapore, and has acted (as legal counsel and expert) in major energy arbitrations and gas and LNG price reviews in Europe and Asia. She has expertise in gas, LNG and hydrogen-related matters and currently prioritises assignments as an arbitrator and strategic advisor.

Alongside her legal and advisory work, Agnieszka is a Senior Visiting Research Fellow at the Oxford Institute for Energy Studies, where she has published high-impact papers, including studies on 'Asian LNG Price Reviews and Arbitrations' (2019) and 'International Gas Contracts' (2022). She has edited several energy publications, including OGEL (Oil, Gas and Energy Law) Issues on ‘Changing LNG Markets and Contracts’ (2020) and ‘Carbon Neutral Energy’ (2022).

Agnieszka is a regular speaker and moderator at industry events. She is an Honorary Lecturer in International Dispute Resolution at Queen Mary University of London and a Senior Advisor and Lecturer in Energy Law at the Technical University of Berlin. Agnieszka is also the Course Director for Informa's Certificate in LNG.

Vytautas Ruolia has more than 15 years of experience in energy sector, and primarily related to gas infrastructure regulation, market rules, major investment projects and regional cooperation. Recently more and more involved in renewable gas development, including hydrogen, biomethane and guarantees of origin. Currently holds position of Commercial Director in Amber Grid, Lithuanian gas TSO, as well is a Board member of GET Baltic, regional gas exchange in Baltic States and Finland.

Aivars Starikovs is Advisor to the Hydrogen Europe CEO for Central and Eastern Europe countries. Since July 2018 till July 2023 he was Member of the Board of Hydrogen Europe who represents the European industry, national associations and research centers active in the hydrogen and fuel cell sector. Aivars is also Member of the Board of Latvian Hydrogen Association and Advisor for Energy and Alternative Fuels to President of Latvian Academy of Sciences.His current responsibilities include: international cooperation coordination, cooperation with responsible Ministries and Municipal Authorities, Infrastructure Business Plan development and implementation and providing excellence in research, development and management. Currently as North-East European cluster coordinator is involved on development of Joint Procurement activities for fuel cell buses what is stimulating business cases and continuous implementation of zero emission hydrogen transport. Previously the coordinator for priority National State Research Program “Innovative technologies for energy extraction and use of low carbon assurance with renewable energy, support measures for environmental and climate degradation mitigation - LATENERGI” for evaluation of hydrogen technologies in stationary and mobile applications in Latvia. Bch Physicist and MSc International economics and management from University of Latvia, and has experience in biomass gasification in thermochemical and pyrolysis reactors, has published a number of reports covering the biomass and natural gas applications with ICE, CHP and fuel cell technologies, including feasibility evaluation of biomass and biogas cogeneration plants in Latvia and other European countries. To continue professional growth is now studying in Latvian University of Life Sciences and Technologies MSc Engineer course.

Sven ParkelSven ParkelGeneral Manager at Estonian Hydrogen Cluster

Sven is the General Manager of the Estonian Hydrogen Cluster supporting the developments of Estonian hydrogen value chains and promoting setting up green hydrogen economy on the private and public sector level, also with the policy makers. Sven is experienced in innovation ecosystem developing through different roles in the ecosystem throughout the years which has given him the experience and networks on Estonian level and abroad.

Estonian Hydrogen Cluster supports the developments of green hydrogen value chains in Estonia and linking of these value chains to larger value chains on the European level. In addition, the cluster discusses green hydrogen economy topics in media to raise awareness.
