Kęstutis Starkus is a regulatory affairs lawyer with a focus on energy, environment and the industrial transition. He took his current position at a fuel supplier and oil refinery ORLEN Lietuva in 2013 and has seen the past decade of regulatory dynamics both in theory and in practice.
