Liza Lovdahl GormsenLiza Lovdahl GormsenDirector, Competition Law Forum and Senior Research Fellow at British Institute of International and Comparative Law (BIICL)

Liza is a Senior Advisor to the UK Financial Conduct Authority and a Senior Research Fellow at the British Institute of International and Comparative Law. She chairs the Advisory Board of the Competition Law Forum.

Liza obtained a PhD in Competition Law at King's College London in 2007. She is the author of A Principle Approach to Abuse of Dominance (CUP, 2010) and State Aid and Tax Rulings (EE, 2019). Liza has published widely in national and international peer-review journals and regularly addresses audiences at select committees before the House of Commons and House of Lords, the White House and the European Commission. She sits on the advisory board of the Journal of Antitrust Enforcement (Oxford University Press).

Liza has legal experience from both the private and public sector. She has served as a lawyer at the Office of Fair Trading and has worked as a consultant for the World Bank. Liza is currently a Board Member of the Open Markets Institute in Washington DC and is a non-governmental Advisor to the ICN, appointed by the Competition Markets Authority.

Liza is currently the claimant in Dr. Liza Lovdahl Gormsen v Meta Platforms INC and others before the Competition Appeal Tribunal in London.

Simeon ThorntonSimeon ThorntonEconomic Director at Ofcom

Simeon Thornton is currently a Director of Economics at Ofcom, where he leads work on a variety of projects including online news, the Media Act, digital markets, net neutrality and the mobile sector. Before joining Ofcom, he was a Director at the UK’s Competition and Markets Authority, where he led a range of work relating to online platforms, including market studies into digital advertising and mobile ecosystems, and a Competition Act case into Google’s Privacy Sandbox changes to the Chrome browser. He was previously Chief Economist at the Department of Energy and Climate Change and also worked for the OFT. Before that, he worked in the private sector as a senior consultant with NERA Economic Consulting.

Tim CapelTim CapelDirector of ICO Legal Service (Data Privacy Advice) at Information Commissioner’s Office (ICO)

Tim Capel is a Legal Director at the Information Commissioner’s Office (ICO), the UK’s data protection authority. He is responsible for legal advice across a range of the ICO’s work, including enforcement policy, the regulation of digital markets, and reform of UK data protection law. Tim was previously a Legal Director at the Competition and Markets Authority (CMA), having been a senior associate in the Antitrust, Competition and Economic Regulation team at international law firm, Hogan Lovells.

During his time at the CMA, Tim led legal teams advising on competition and merger investigations and policy projects, including the development of the Digital Markets, Competition and Consumers Bill.

Bethan WattsBethan WattsDirector, Digital Markets Unit at Competition & Markets Authority (CMA)

Originally qualified as a competition lawyer; Bethan has spent over ten years at the Competition and Markets Authority, working predominantly on investigations into suspected anti-competitive conduct and market investigations. Bethan’s recent focus has been competition in digital markets; currently leading the CMA’s work in the mobile sector as a Director in the CMA’s Digital Markets Unit. Bethan also spent time at the UK’s Digital Regulation Co-operation Forum (comprising the CMA, ICO, Ofcom and FCA), as Interim Chief Executive and Director of Projects.

Stephen McDonaldStephen McDonaldHead of Economics at Which?

Stephen McDonald is Head of Economics at Which?, the UK's Consumers' Association. Stephen manages Which?’s programme of economic research and analysis and leads on competition policy. His research relating to digital markets was used extensively by the UK government in its development of the Digital Markets, Competition and Consumer Act. Stephen holds a PhD in industrial organization and was formerly a Lecturer in Economics at Newcastle University, where his primary research focus was consumer outcomes in online markets.
