Lís O'ConnorLís O'ConnorCompliance & Ethics Counsel – Competition Law at Accenture

Lís is a Competition Law Counsel with Accenture. Her work includes securing regulatory approval for Accenture’s M&A deals, assisting with Accenture’s tenders and bidding arrangements, advising on commercial contracts and managing Accenture’s global competition law compliance programs.

Lís previously practised competition law as an associate with Arthur Cox in Dublin and with Gilbert + Tobin in Sydney.

Seán O'DeaSeán O'DeaCorporate Counsel – Competition/Antitrust at ServiceNow

Seán is global competition/antitrust counsel for ServiceNow, a leading cloud-based workflow automation platform. Seán leads ServiceNow’s competition law compliance globally, including in relation to product distribution, marketing, M&A, regulation, and commercial contracts compliance.

Seán previously practised competition law at McCann FitzGerald in Dublin and Brussels and at Gilbert + Tobin in Sydney.

Craig WhelanCraig WhelanHead of Unit, Competition Enforcement & Mergers Division at Competition and Consumer Protection Commission, Ireland

Craig Whelan is Deputy Director of the Competition Enforcement and Mergers division at the CCPC. Craig oversees the CCPC’s newly established Digital Markets unit which focuses on abuse of dominance and vertical restriction cases in digital markets and also manages the CCPC’s activities under the Digital Markets Act as they relate to competition enforcement. Craig developed and managed the CCPC’s policy positions during the DMA legislative process which included engagement with Department of Enterprise, Trade and Employment and the European Commission, and in the preparation of DMA implementing legislation in Ireland. Craig was also involved in the transposition of the ECN+ directive in Ireland by way of the Competition (Amendment) Act 2022 and the development of CCPC policies and procedures resulting from that Act, including fining guidelines and settlement procedure.

Geoffrey DunneGeoffrey DunneSolicitor at Enterprise Ireland

Geoffrey is Company Solicitor with Enterprise Ireland, the Irish Development Agency tasked with the development of indigenous industry.

He practises principally in the areas of State Aid law, procurement law, corporate governance and contract law. He holds a Bachelor’s and a Master’s Degree in Economics from University College Dublin and post-graduate Diplomas in several areas of the law including EU Competition Law (King’s College London) and Procurement Law (the King’s Inns Dublin). Geoffrey qualified in 1990 and has practised commercial law for over twenty years in several firms and in-house, including with Arthur Cox and A & L Goodbody in Dublin and with the Irish energy utility, Bord na Mona plc

Tim BrownTim BrownPartner at Hausfeld

Tim specialises in competition litigation which is international in scope and acts on behalf of both businesses and consumers. He is highlighted as a global leader in Who’s Who Legal for his Competition – Plaintiff expertise. In January 2022, he was promoted to Partner in London where his practice covers a range of EU and UK competition law issues.

John EvansJohn EvansDigital Services Commissioner at Coimisiún na Meán

John Evans has over 20 years’ experience working in the area of competition, regulation and consumer protection.

John joined Coimisiún na Meán in July 2023 as the Digital Services Commissioner. The Government decided that An Coimisiún will be designated as Ireland’s Digital Services Coordinator, implementing and enforcing the EU Regulation known as the Digital Services Act in Ireland. As Digital Services Commissioner, John has responsibility, among other things, for:

Leading, in close co-operation with the Online Safety Commissioner, on the enforcement and implementation of the Digital Services Coordinator’s functions within Coimisiún na Meán Developing the procedures necessary to implement the Digital Services Act, such as the certification procedures for awarding trusted flagger status and vetting researchers regarding access to data Representing the Irish Digital Services Coordinator as member of the European Board of Digital Services Developing effective relationships with Digital Services Coordinators in other Member States Ensuring close cooperation with the European Commission in the enforcement and implementation of the regulation of the Digital Services Act for very large online platforms and search engines Prior to joining An Coimisiún, John was the Director of Strategy and Economics at ComReg, the Irish communications regulator, which he joined in 2015. At ComReg John’s responsibilities included strategic planning, research & economics, international work and emerging issues related to the digital economy.

John also has extensive experience of enforcement. Prior to joining ComReg, John worked in various roles at the Irish Competition and Consumer Protection Commission (and previously the Irish Competition Authority), latterly as the Director of Civil Competition Law Enforcement where he worked on a number of high-profile complex investigations.

John holds a PhD in Economics from UCD, Ireland.
